Lugia: You can find him in the Whirl Islands in G/S/C (with the silver feather) in Johto. You can find Lugia in FR/LG/Ererald by: Going to Navel Island with mystic ticket

Ho-oh: You can find him in the Tin Tower, I belive (The new one) with a Rainbow Feather in Johto in Gold/Silver. In Crystal, you need to catch all three Legendary Beasts before going into the Tin Tower to catch Ho-oh. YOu can find Ho-oh in FR/LG/Emerald in Navel Rock with a Mysticticket. YOu can find Ho-oh in Collseum (sp?) in battle mountain by beating the last trainer.

Latios : Find Randomly In Ruby After beating the Elite 4. Sapphire with Eon Ticket
Latias: Find Randomly in Sapphire after beating Elite 4. Ruby with Eon Ticket
FR/LG/

In Emerald: You find either Latios or Latias in Hoenn after you defeat the Elite 4. after the ending credits, your mom will ask you if you if the "bird" you saw is red or blue.. this determines which one you'll see.
